Introduction

 

 

Water as an irreplaceable natural resource

The directive is based on an assumption that water is not a not a commercial product like any other but, rather, a heritage which must be protected, defended and treated as such. The lack of good quality water in many countries and regions of the world is one of the main factors constraining their development. What is more, the water condition is constantly worsening and its menace is increasing in a global scale. Therefore there has been an agreement on implementing the Directive.

Balanced water usage

The principle of balanced development, applied consequently to water resources, requires that the water protection and its optimal usage are uniformly provided on biggest area possible. It is best when the natural river basins are protected regardless both country and other administrative boundaries.

Therefore the balanced water usage became an international issue, which can be solved only within the harmonized law and economic system.

European Community, being aware of the importance and validity of this problem, strives for solving it on a common area of all the members. In relation to this, there has been formulated “Water Framework Directive – 2000/60/WE”, which entered into force on 23 December 2000 and it involves all the water types, including surface flowing and stagnant water, coastal, transitional and underground water.
